To show its confidence that the health reform law will be upheld, the Obama administration announced that insurers will hand out $1.1 billion in rebates to consumers this summer. About 12.8 million people are likely to get refunds for an average rebate of around $151 per household, according to the Obama administration. The refunds are part of a provision in the law that requires insurers to spend a set proportion of the money they receive from premiums on health care or refund the difference. Rebates for insurance purchased on the individual market may come in the form of checks or discounts against future premiums. Checks will go out by Aug. 1. Rebates for group plans are expected to go to employers, and a share is supposed to be passed through to employees.
