Nursing Home Group to Target Congressional Candidates

The Alliance for Quality Nursing Home Care (AQNHC) has obtained a 50-state analysis of the effects of looming Medicare cuts.

The AQNHC, Washington, says it wants to use the data analysis, which comes from consultants at Avalere Health L.L.C., Washington, to help shape discussions during the August congressional recess.

Various federal laws and regulations could impose a total of $65 billion in cuts on nursing homes and their patients over a 10-year period, with about $4 billion of the cuts set to come during the federal fiscal year that will start Oct. 1, the AQNHC says.

The cuts affect jobs as well as the nursing home patients, because nursing homes employ about 1.7 million people, the group says.

The AQNHC will use the Avalere analysis to "help inform U.S. Senate and House candidates how the successive battery of funding reductions undermine facility operations, disrupt staffing, and threaten seniors’ care amid the growing influx of older, higher acuity patients," the group says.

The Patient Protection and Affordable Care Act of 2010 calls for $34 billion in cuts over 10 years and $1.3 billion in cuts in fiscal year 2013, and the sequestration provision in the Budget Control Act could cut $9 billion over 10 years and $782 million in 2013, the group says.

A case-mix adjustment and a forecast error adjustment made by the Centers for Medicare & Medicaid Services (CMS) could cut a total of $19 billion in nursing home funding over 10 years and $1.5 billion in 2013, the group says.

Florida would be the biggest loser in 2013, and it could face $370 million in funding cuts, the group says.
