Sandra Robinson to lead D.C. exchange program

The government of the District of Columbia has picked Sandra Robinson -- an executive with procurement and community health program experience -- to be the interim director of the D.C. Health Benefit Exchange Authority.

The D.C. exchange authority is trying to merge the district's individual and small group markets and to require all small businesses in the district to buy health coverage through a district-run health insurance exchange.

The Patient Protection and Affordable Care Act of 2010 (PPACA) calls for state and federal agencies to make the services of health insurance exchanges, or Web-based health insurance supermarkets, available to all U.S. consumers by Jan. 1, 2014.

Robinson is now the chief operating officer at the district's health department. Before that, she was deputy director for operations at the department's Community Health Administration unit.

Robinson has been involved with health program management since 2006.

She began working for the district government in 1998, as part of an internal consulting team that handled vendor contract disputes for the Office of Contracting and Procurement, district officials said.

Robinson also worked for several management consulting firms in New York and in Washington, officials said.

Robinson has a bachelor's degree in political science and economics from Macalester College and a master's degree in program management from the George Washington University business school. She holds the Senior Professional in Human Resources professional designation.
