Vermont gears up for 2015

The managers of the state-based Vermont exchange want carriers to submit filings for 2015 exchange plan forms by March 1.

Carriers might have to submit rates for the private “qualified health plans” by June 1.

Regulators would review the QHP forms by May 31 and the rates by Aug. 31, or, possibly, by Sept. 30.

The Vermont Health Connect open enrollment period for 2015 would start Nov. 15 and end Jan. 15.

Officials have described the proposed plan filing review timeline in a Green Mountain Care Board meeting presentation.

Exchange decisions will have a major effect on the Vermont commercial health insurance market, because Vermont has eliminated new sales of coverage in the non-exchange individual and small-group health insurance markets.

Officials expect the 2015 maximum out-of-pocket limit to increase to $6,750, from $6,350, for individuals and to $13,500, from $12,700, for families.

One proposed plan design change would reduce the out-of-pocket cost for basic children's dental services to zero. If the changes are made, families will not have to meet deductibles or pay any cash out of pocket for children's dental exams, X-rays and cleanings.
